Cause: Native compilation of a PL/SQL
program failed because the C file could not be created. It is likely that the
system paramter plsql_native_library_dir does not reference a writable,
existing directory
Action: Ensure that the system parameter
plsql_native_library_dir references a dirextory which exists, and is
writable.

this version, PL/SQL tables can not be used in this SQL
